The Refugee Act of 1980 created the Federal Refugee Admissions Program. Today, the International Institute of New England resettles refugees and other protected groups from the Democratic Republic of Congo, El Salvador, Afghanistan and beyond in Massachusetts and New Hampshire. This talk will explore the lived realities of refugee resettlement in an increasingly complex immigration landscape, including the role that communities can play in supporting refugee and immigrant integration.

The International Institute of New England is one of our region’s oldest and largest immigrant services organizations. IINE’s mission is to create opportunities for refugees and immigrants to succeed through resettlement, education, career advancement and pathways to citizenship. With offices in Boston, Lowell and Manchester, New Hampshire, IINE serves over 2,500 women, men and children from over 100 countries around the world each year.

Speaker Emma Tobin leverages her experience as a practitioner, program designer and researcher to oversee program delivery and growth in the International Institute of New England’s three locations. Prior to working at IINE, Emma worked with refugees and labor migrants in the U.S., South Asia and Southeast Asia. She began her career as a researcher and educator in Tibetan refugee communities in India and Nepal. At World Education Inc. she was a community development trainer within Burmese refugee communities in Thailand and a program officer managing a portfolio of projects in Nepal. She has also served as associate director of the Organization for Refugee and Immigration Success (ORIS) in Manchester, New Hampshire, and managed a Harvard School of Public Health research program in partnership with resettled refugee families in New England.
